Mt. Province thank DOLE for TUPAD Assistance
Bontoc, Mt. Province - “THANK YOU, VERY MUCH!” reads the message of thanks of the Provincial Government to the Department of Labor and Employment (DOLE) and to its leadership. It is one simple and terse message.
However, Gov. Bonifacio C. Lacwasan, Jr. made it a point to inform the province’s constituents of how the TUPAD assistance came to be. In his sharing during the series of province-wide payouts to the beneficiaries, Governor Bonifacio C. Lacwasan, Jr. recounted how the assistance to the provincial government came to fruition. According to him, DOLE Secretary Silvestre H. Bello III committed the DOLE’s assistance during an emergency meeting called by President Rodrigo R. Duterte for officials of provinces affected by Typhoon Rosita in Isabela last November 1, 2018.

The Governor also reminisced on how he accompanied President Duterte for an aerial viewing of the typhoon-caused devastation at Sitio Há rang (Ground Zero), Banawel, Natonin prior to the aforementioned meeting.
Consequently, the Provincial Government started accepting applications from interested constituents to participate in the implementation of the TUPAD as early as February 2019 as the list of qualified workers was a requirement to be attached in the proposal to be submitted to the DOLE.
Moreover, Gov. Lacwasan also shared that the prompt authorization given by the province’s Sangguniang Panlalawigan made him readily enter into a memorandum of agreement with the DOLE. This, he said, again proved that the harmonious relationship between the executive and the legislative bodies of the Provincial Government is most advantageous to the people. It hastens processes and the implementation of programs and projects.
Hence, a few months after the submission of certain prerequisites, the province’s proposal was granted. In his letter to Gov. Lacwasan dated April 30, 2019, DOLE-CAR Regional Director Guzman through DOLE-Mountain Province Field Office’s Head Apollo R. Luspian informed that the proposal of Mountain Province has been approved and that the province will just have to wait for the cash allocation from the DOLE - Central Office.
While the there was a delay on the wage-disbursement due to some unprecedented factors, such did not deter the Provincial Government in seeing to it that the workers receive what was due them.
The PLGU, therefore, is happy to report that five months after the start of the first payout in March, the TUPAD team led by the Governor and the lead unit - the Provincial Treasury Office, were able go the very barangays to personally hand over the people’s wages.
