Luna, Apayao – Lasting peace in the Cordillera Administrative Region (CAR) is unquestionably within reach as the Department of Labor and Employment - Cordillera Administrative Region (DOLE-CAR) in coordination with the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) boosted its efforts in pursuit of President Rodrigo Duterte’s Executive Order No. 70 “Institutionalizing the Whole-of Nation Approach in Ending Local Communist Armed Conflict in the Province of Apayao.

The province of Apayao has listed two villages as Ending Local Communist Armed Conflict (ELCAC) barangays -- Upper Atok and Malayugan, both in Flora following President Rodrigo Duterte’s issuance of Executive Order 70 or the ELCAC.

The DOLE-CAR through it’s Apayao Field Office awarded livelihood assistance amounting to        Php 876,010.00 for two (2) identified barangays threatened by New People's Army (NPA) rebels, last week.

Regional Director Exequiel Ronie Guzman said barangays Malayugan and Upper Atok in Flora, Apayao were prioritized by DOLE-CAR in support of the whole nation approach in attaining inclusive and sustainable peace and more specifically to end the influence of local communist to residents in the area. 

“The livelihood assistance was given to the Malaganay-Layugan People’s Organization with 100 members ventured into a bakery shop project with a total project cost of P 450,760.00 pesos. The members will be trained by the Technical Education and Skills Development Authority (TESDA) Apayao Field Office while the Upper Atok Indigenous Farmers Association with 81 members requested for farm Common Service Facilities like Rice Mills and Threshers amounting to 425,250.00.” Guzman added.

The awarding of the livelihood assistance was held at Bagutong Multi-Purpose Hall, Bagutong, Flora, Apayao and was witnessed by BGen. Laurence E. Mina PA, Acting Division Commander of 5th Infantry Star Division, Mr. Gerhiason Sebastian, Public Information Officer, Office of the Governor, Hon. Mayor Rodolfo B. Juan of Flora, Apayao, officials of the Provincial Line Agencies and the barangay officials of Malayugan and Upper Atok.

This activity made significant steps to get rid of the confronting challenges brought about by the communist terrorist groups operating in the Cordilleras. It has also encouraged a large number of communist rebels to return to the folds of the government which greatly reduced the capabilities and insurgency activities of the communist terrorist groups in the region.

The bakery training for the ELCAC barangays is part of Government initiative aimed at letting the beneficiaries feel the presence of government interventions that focus among vulnerable constituents of the areas to end this Local Communist Armed Group, the bakery training is one way approach to connect the gap and touch their heart and lets us be united again.

Flora town in Apayao is a third-class municipality with a population of 17,391 and Barangay Upper Atok has a population of 236 based on the 2015 census of the population while Malayugan has 1,294 people.
