DOLE eyes Chavit’s “intelligent machine” for TUPAD remittance

The labor department is considering the use of an “intelligent machine” in the payment of social amelioration benefits to informal sector workers.

Labor Secretary Silvestre Bello III said the payment scheme may be adopted following the donation to DOLE of such machine by Mayor Luis “Chavit” Singson of Narvacan, Ilocos Sur..

Bello and senior labor officials witnessed Singson demonstrate the use of the automated payment machine which connects globally via satellite. Singson, a former governor of Ilocos Sur, is also president of the League of Municipalities of the Philippines.

Singson is donating the “intelligent machine” to different LGUs and government agencies all over the country to “provide the people a more convenient way to access financial transactions amid the challenges of adapting into the new normal brought by the Covid-19 pandemic.”

The automated machine allows users to pay bills, send money real-time, top-up e-wallet and e-load without the hassle of excessive fees and long queues in banks.

Singson said the machine provides debit and multi-purpose cards that can be used to access individual bank accounts for free, locally and internationally.

Bello said DOLE is eyeing this digital upgrade for the remittance of the payment of wages of Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers or TUPAD beneficiaries. TUPAD is a short-term cash for work program of the labor department.

Bello also said this technology can be used to extend the reach of DOLE in providing assistance to Filipinos affected by the pandemic, especially in rural areas where there is little to no access to banking services.

“Malaking tulong ito sa ating mga kababayan dahil 70% ng ating mga kababayan ay walang bank account dahil takot sila na i-deny sila at may maintaining balance. Dito, may bank account na sila at walang maintaining balance,” Singson explained.

He said he is aiming to distribute 3,000 automated payment machines all over the country.
