The Department of Labor and Employment-CAR (DOLE-CAR) pushed for the creation of a regional Industry Tripartite Council (ITC) in the Construction Industry. The creation was preceded by an orientation on DO 18-A and DO 13 on April 19, 2012 held at DOLE-CAR Regional office Conference Hall.
The activity was conducted to affirm the overarching goal enunciated by President Benigno S. Aquino III in his 22 point labor and employment agenda to “invest in our country’s top resource, our human resource, to make us more competitive and employable while promoting industrial peace based on social justice”, Director Henry S. Jalbuena said.
Realizing the importance of being organized as an industry with an end view of affording security and safety of our workforce in the construction industry, Resolution No. 1, S. 2012 was passed creating an ITC in the Construction Industry. The newly created ITC will serve as a policy body guiding DOLE to attain its target of zero accident in CAR as well as in the planning out a good program in terms of compliance to labor standards and occupational safety and health standards in work places / sites.
“As a consultative mechanism, the council would help generate the views of the sectors on issued policies through participation while advocating shared responsibility among social partners. With the council the evaluation of the safety measures being implemented in the construction sites will soon be facilitated” explained by Dir. Jalbuena.
The elected regional ITC in the Construction Industry officers who took their oath before Dir. Jalbuena were: Archt. Ponciano G. Mina and Mr. Nathaniel L. Lacambra, Jr. representing Management and Labor respectively for the Vice Chair; Engr. Anthony T. Licangan for Secretary; Mr. Abraham M. De Castro for treasurer; and Ms. Milady M. Nepomuceno as the Auditor. The DOLE-CAR Regional Director is the Chairperson.
Per Res. No. 01, S.2012, DOLE-CAR shall serve as the Liaison Officer to assist the industry in terms of programs implementation or technical assistance on matters affecting their operations or organization relative to DO No. 13 Policy Guidelines.
