Baguio City – Three years after bagging the much coveted ISO-9001:2008 certification, the Department of Labor and Employment –Cordillera Administrative Region (DOLE-CAR) bid to create a bigger impact on customer service and move nearer towards its vision of becoming an institution of service excellence, got a big boost when again passed the ISO re-certification audit that took place last January 18-19, 2018 conducted by Certification International Philippines (CIP) of its 30 sampled processes enrolled in the Quality Management System (QMS).

Based on the report proving the completion of the cycle of audit activities, the audit team of Certification International Philippines (CIP) composed of confirmed that in line with the audit targets, DOLE-CAR’s management system complies with, adequately maintains, and implements the requirements of the ISO 9001:2008 standard.

This means that there were no minor and major non-conformities for enrolled QMS processes of the DOLE-CAR and its six (6) provincial field offices.

DOLE-CAR OIC Regional Director Exequiel Ronie A Guzman said the (re-)certification covers a Quality Management System (QMS) for enrolled processes consisting of the following: processing of application for registration; Issuance of Job Fair Permit/ Clearance; Conduct of Job Fair; Issuance of Alien Employment Permit (AEP); Issuance of Authority to recruit; Issuance of Private Recruitment and Placement Agency (PRPA) License; Issuance of Child Working Permit; SPES-Solicitation of Pledges; SPES- Placement and Monitoring Process; SPES- Processing 40% Salary; Provision and Monitoring of Livelihood Assistance; Liquidation and Monitoring of Livelihood project; Accreditation of Co-Partner; Registration of Establishment; Accreditation of Occupational Safety and health (OSH) Practitioner; Issuance of Certificate of No pending case/ With Pending Case; Conciliation/Mediation of Labor Related Issues (SENA), and general administrative support services.

“DOLE-CAR has been recertified to conform to the International Quality Standard ISO 9001:2008 as continual strategic program geared towards improving service delivery by ensuring transparency, accountability, efficiency and effectiveness in operations.” Director Guzman added.

Guzman also said the re-certification process is an effort to ensure excellent and continuously improve the services of DOLE-CAR to its clients. This requires all DOLE-CAR staff to give their best to serve both internal and external clients, and then work together to determine the best way to manage their systems to support their goals.

The scope of the certificate includes the provision of employment facilitation services, provision on livelihood assistance, settlement of labor disputes and issuance of certificates, permits and licenses and general administrative support.

The Department’s QMS was established in compliance to Executive Order (EO) 605 directing all government offices to implement QMS that will institutionalize structures, mechanisms, and standards in government to ensure quality in systems and processes in government operations.

The EO provides for the institutionalization in all government offices of ISO 9001:2008 as part of the implementation of the government-wide QMS Program. The system shall be certified for demonstrated conformity with ISO 9001:2008 and the applicable Government Quality Management Systems Standards (GQMSS) with priority to be given to frontline services.
